A petition pending in India's Supreme Court since 1992 has been referred to a Constitution bench for the third time. The bench will determine key aspects of "corrupt practice" under the 1951 Representation of Peoples Act when candidates or agents appeal for votes based on religion, race, caste or community. The case concerns Abhiram Singh, a BJP candidate who won the 1990 Santacruz assembly seat in Maharashtra, but whose election was set aside by the Bombay high court in December 1991 after he was accused of appealing to Hindu voters.
